| In the last session of the local parliament of Budva, the representatives adopted the urban plan of Zavala with a majority vote, which enabled the investor, Mirax Group, to legalise the illegally built facility after half a year of construction and obtain a construction permit. As architect Jadranka Popovic explained on behalf of the processor of the plan, company Montenegroprojekt Podgorica, they worked fast and made the draft and proposition of the plan, but the process in the Ministry took long, so more facilities were built than planned.
