| The report of the World Economic Forum (WEF) on the implementation of Lisbon goals during the past two years states that Montenegro is the second in the list of competitiveness of countries that are not members of the European Union (EU) with 3.96 points. Montenegro follows Croatia, which has 4.1 points.
